About Thorough Examinations (LOLER 98)

Powered access platforms require regular checks, inspections and maintenance to keep it safe for use. A Thorough Examination in accordance with the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER 98) should be carried out every six months by a competent person, and often more frequently if used in a hostile environment. Records must be kept of all Thorough Examinations and any defects found must be reported immediately to the responsible person.

UK legislation states that the employer or owner is responsible for all lifting equipment on site – and that person is legally obliged to maintain the equipment in a safe working condition for the use of their employees.

What’s a Thorough Examination?

It’s a methodical and detailed examination of the equipment and all safety-critical parts, carried out at specified intervals by a competent person. A written Report of Thorough Examination must be completed and contain the following information required by LOLER 98:

  • The examination date
  • The date when the next thorough examination is due
  • Any defects found which are (or could potentially become) a danger to people

If the competent person identifies any serious defects during the examination, they must immediately report it to the responsible person. A written Report of Thorough Examination should shortly follow, of which a copy must also be sent to the relevant enforcing authority.

Lifting Operations & Lifting Equipment Regulations 1998 (LOLER)

The legislation Lifting Operations and Lifting Equipment Regulations 1998, most commonly abbreviated to LOLER, states that: “…all equipment must be thoroughly examined by a competent person at least every 6 months, or more frequently if used in a hostile environment”.

How do I comply with LOLER?

Twice a year, a competent person must carry out a Thorough Examination of every powered access platform or lifting equipment you own or operate. Our service engineer can visit your premises to carry out the Thorough Examination, or you can bring your access platform or lifting equipment to one of our UK test centres.

You will receive a Report of Thorough Examination for each machine, every time it passes the examination – in the same way as your car or van receives an MoT certificate. By law you must keep a record of each examination on file and make it readily available on request.

What if my equipment fails its Thorough Examination?

Fail is not really the right word. Whilst examining your powered access platform, our experienced engineers will produce a Report of Thorough Examination. The report will identify any defects or weaknesses, and a timescale may be given within which the faults must be rectified.

We’ll provide you with a estimate to rectify these issues, your access platform or lifting equipment will receive its Report of Thorough Examination upon completion of all of the recommended work.

If the defects do not create an imminent risk, you can continue to use it until rectified. Alternatively, it may be taken out of use.

Where there is a defect that could imminently be of danger to any persons, we will recommend that your access platform or lifting equipment is not used, and must be taken out of service immediately until the defect has been rectified.

Thorough Examination Retest

If our engineers carry out the necessary repairs – it’s included in the price!

However, if you decide to do the repairs yourselves, we charge a fee to come out and re-test…it’s that simple!
